Tax Rates and Tax Recovery Rates not defaulting

Hi Friends,

I try to upload tax setup through configuration workbook. When I do the same, I am not able to get the tax rate and tax recovery rate defaulting under Tax Rules and Defaults, but the upload process was successful without any errors and I am able to see all setups fine. Even the Tax Jurisdiction and Tax Status whatever I gave in the spreadsheet got defaulted.

Please help in this regard.
