Where do I find where CHARSET=utf-8 is set in PeopleTools 8.53, WebLogic 10.3.6?

We are preparing for a FISMA audit and our PeopleSoft FSCM application was scanned by appspider. Appspider did not like CHARSET=utf-8 - it is looking for all lower case: charset=utf-8. Where would I find this setting so I can change it?
