Strategy Hold Impact

I'm struggling to find out what the intended impact of putting a strategy on hold is.

We've just gone live, and following the initial Strategy Management run, we had a number of manual work items assigned to collectors, all with Optional Wait Time set to 5 days. As it was clear that the Collectors would not complete these within the 5 days, they put the strategies on hold for 5 days, expecting the Timeout phase would be paused for this number of days. However, the 5 day optional wait time on the work items has passed and all work items now have status of Timeout, even though the strategies are still on hold. Is this expected?
