OIM12c to Siebel Connectivity issue

unable to connect from OIM 12c to Siebel using Siebel User Management connector 11.1.1.6 while Siebel native load balancing is in place.Siebel version is 8.1.1.14.

Siebel connector log says: Exception occurred while connecting to Siebel. Invalid or incomplete connection string.(SBL-JCA-00301)

Please help if anybody have any idea.
