Internal error when modify local policy

We have local policy and when I try to add a new entry I'm getting internal error and it can not save.  This entries are E.164 specific numbers that we route to an LRT for our contact center environment.  Our LRT simply translate the number to an 8 digit number before routing to contact center.  As far as I know there is no limitation on how many entries you can have in the local policy.  Appreciate any help on this.
