System unable to calculate Inclusive Tax

Dear Experts,

I have created tax rate with Inclusive check box and assigned to Tax Category.

when the same tax category assigned under receiving the system unable to calculate tax.

Following setups available

1. Claim Terms defined organization wise

2. First Party and third party setup also available

Any other setup needs to be done.. pls share
