Is Java JDK needed on Windows servers without WebServer?

We are removing unneeded Java from our servers. We usually update the Java with JDK on the C drive and then update the JRE in PS_HOME. We do not have a web server running on the Windows servers. We have Process Schedulers and, in the case of FSCM, app servers running on Windows. We also have separate Windows servers to run Change Assistant. When we run Change Assistant we no longer run the EM Hub as most of the time it wasn't deploying the files. Is it safe to remove the JDK on the C drive?
