Activity Guide - Cannot Create Instance Error, but Instance Still Gets Created

Hello,

I've run into an odd issue testing Activity Guides in FSCM. I've created a Template (JHFRPCLOSE) that uses OPRID as Contextual Data, and %Userid as the value. I started with just utilizing the Peoplesoft delivered PTAI_UTILITIES:InstanceGeneration GetActivityGuideInstance method for creating the instance. I receive the following error whenever I go to start the Activity Guide:

"Exception Occured: A new Activity Guide Instance cannot be created from the context data. (219,5000)

Activity Guide - Exception Occured:"

However, if I leave the page and go back, my Instance be there and load just fine. Below is the Portal URL I specified for the CRef. Am I just missing something or is something else at play?
