PeopleSoft Fluid - FreeText Tile Text Missing

Hi

I have a free-text tile that I have added to a home page. Someone with admin access can see the text on the tile, but the end users cannot see the tile Text, and
only see the tile and its title.

It seems to be security related, and might have something to do with a web library or something. I have tested with different web libraries but
was not able to identify the specific web library/permission list to give the end users access to see the text on the tile. Has anyone run into this and do
you know what exactly is required for the Role/Permission List so that end-users can see the text?
