PeopleTool 8.57 want to use Classic homepage for Mobile

Doc ID 2192478.1 states mobile always defaults to fluid unless there is a customization to signin.html.  There is no reference to that customization.  We are using PT Enterprise Portal for only another 6-9 months before replacing it with Campus Solutions Fluid.  GUEST auto signon using classic homepage, so why is it so difficult for users using signin.html to use classic?  I was disappointed to find that tab=DEFAULT doesn't work well in PT8.57.  What is this eluded to customization?  We need to apply it.
