Collector's work queue blank for one collector, updates for another

We are having an issue with Oracle Fusion Advanced Collections.  We have two collector's setup; the UWQ is updating for only one of the collector's.  I created delinquent transactions for both collectors.  I run the appropriate processes, and can see the status of the account and the transactions are marked as delinquent.  I compared the user setups for both collectors, including the person setups, and everything looks correct.  Any suggestions on what setup for the one collector whose queue is not updating?
