Reports / Processes stuck in POSTING on process Scheduler

We are on PT 8.57.05 and HCM 92 PI 22. We are facing issues with report posting. When we submit any process, they all fail to post with this error in Dist agent log -

Java exception thrown: javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure
PSDSTSRV.4052 (4) [2019-05-07T02:53:23.484 PostReport] - - - (3)     HTTP transfer error.

We have tried a lot of things including adding -Dhttps.protocols=TLSv1.1,TLSv1.2 to setenv and process scheduler JavaVM Options. But it has not helped and we still get the same error.

Please suggest.
