How to modify fluid home page to put announcement tickers?

Hi,

Is there way to modify or customize the fluid home page to put header container (just below the delivered container and before all the tiles are displayed) to display announcements ticker bar? We have looked into the delivered branding configuration page (Define Headers and Footers), and whatever the custom configurations we are adding, it's only displaying once we move from fluid home page to non fluid or classic navigation. Do we have to modify to any code to do this? Any details on this would be helpful
