Dates in incorrect regional format on PeopleSoft Pages

Hello

We have several users who are seeing dates in the incorrect regional format.  We should see MM/DD/YYYY and they are seeing YYYY/MM/DD:

The screenshot is from Time and Labor but they are seeing this behavior throughout the application.

I had the user check their IE settings and they look okay.  They also said that the formatting happens in IE and Chrome. I had him sign onto someone's laptop and he got the same result.  We don't allow our employees to modify their Preferences, so that can't be the source of the problem.

Has anyone seen this before?  Thanks in advance for your help.
