the Builder would not Launch on Windows 10 Enterprise Version 1709 OS Build 16299.1087

On the Windows Clients that are running Windows 10 Enterprise Version 1709 OS Build 16299.1087

Customer explains that they are using a CAC Card Security Mechanism that requires additional authentication when they try to Launch the Workflow Builder setup.exe

The setup.exe Compatibility Mode was set to 'Windows XP Service Pack 2 and Service Pack 3'

in both cases, the Builder would not Launch
