Work Item Load Balancing using a Resource Group

Hi, I am trying to sort this out to it equitably allocates out new Delinquencies among 4 Collectors

I have read 282798.1 and then 375985.1 and I thought I had set correctly

So before I started these were the counts in Strategy Work Items : Bill To

Ka 206

Al 25

Mel 3

Kir 8

However when I run IEX Strategy Management it allocates all 14 new Work Items to Kir

I would want it to allocate 5 of the 14 to Mel

Then alternately allocate out the remaining 9 to Mel and Kir

Can anyone help?
