OAM-webgate issues after JDK upgrade

Hi we have following setup in our environment

OHS/webgate     12.1.3

OAM                   11.1.2.3 Patch_27157925_IDM_SUITE_BUNDLE_PATCH_11.1.2.3.180116

OIM                    11.1.2.3 Patch_27157925_IDM_SUITE_BUNDLE_PATCH_11.1.2.3.180116

OVD                    11.1.1.9

ODSee                 11.1.1.7.3

except ohs, all of above components are using JDK version 1.7.0_80. weblogic 10.3.6 is up to date with WLS PATCH SET UPDATE 10.3.6.0.190416

Problem:

                Java version to be upgraded to “1.7.0_221” from java version "1.7.0_80".

Issue:

OAM server doesn't work. webgates are unable to connect to OAM server.

Admin Server and managed servers came up fine but giving an error message
