Order Specification on a picklist is not working

We upgraded our Siebel from 8.1.1.14 to 18.6. I was trying to modify an existing picklist by adding a new sort specification, but after I delivered my changes from dev. workspace into the MAIN, I can't see that the changes take any effect. According to Siebel help the sort specification on the picklist should overwrite the Picklist BC's sortspec, but in our case nothing is changed, more over I'd say that the old sort spec, which was set in 8.1.1.14, is still active and in use. I've tried already to remove the sort spec from the picklist in order to
