JWT tokens in 11GR2PS3

Is there a way to generate a JWT when doing an unsolicited login.  Would like to authenticate a user (unsolicited) and not only receive the HTTP 200 with the "user has been authenticated response" but also a JWT that can be used by the application.  So the JWT needs to be visible in the browser (not host based) which can be sent downstream to an application.  If so, can this be implemented using standard OAM services (not using Mobile and Social as we are planning to upgrade to 12c later this year and do not want to spin up those
