Missing Context Help

We are trying to use PeopleSoft Context Help by updating our web profile "HELP URL" to the below

http://www.oracle.com/pls/topic/lookup?id=%CONTEXT_ID%&ctx=hcm92pbr4&ctx=pt856pbr3

We are able to access the PeopleTools help OK (we are on Release 8.56.16.  But we get many "404" errors on delivered application pages.   We are on an old application release (Image 9).  Is that the reason why?  Do we need to change the URL to reference Image 23 or above?
