DPK on Windows - encrypt passwords

Hi, we are running Windows Server 2016 and trying to deploy PeopleTools 8.56 using the DPK installation.  We are trying to figure out the best way to deploy multiple environments on one server (for example, run all Campus Solutions test environments and DMO from the same server).  One problem we are running into is with the encryption of passwords.  We read about using eyaml to encrypt passwords, but that does not seem to work on Windows.  Does anyone have experience with this and have any advice?

I will list out the steps that we've taken in case there is something fundamentally wrong with our approach that anyone is able to point out.  Any help is appreciated!
