Has anyone received message "This content cannot be displayed in a frame" for External Link with Nav

We receive the message “This content cannot be displayed in a frame” when clicking a Tile or Navigation for an EXTERNAL URL link from a Navigation Collection.  Please see attached document showing the setup of Structure and Content, Navigation Collection and Tile Wizard.  Also, see the steps involved in getting the error message.  We are on PeopleTools 8.55.27, PeopleSoft HCM 9.2.  We are on both Windows 7 and 10, with IE10.  This also occurs with Google Chrome.
