How to add an attachment in the Workflow Notification without fnd_lob,fnd_document table information

In 12.1.3  - Whenever a Claim is approved , the workflow triggers and the approval will go to the approver with the workflow notification of Claim Details. Now, the thing is to add the Claim Lines information as an attachment and send it along with the same notification.

We have a Custom Notification (Pl/sql )html framed.Is it possible to get this done(adding attahment) via the same custom package or it should a workaround in the Workflow Builder.
