Enable Update option for attachment in Buyer Work Center for Requisition Attachments

When we add Requisition in Buyer Work Center for Autocreate, Buyer see the attachment for each requisition and wants to update it. Buyer see the option to Update attachment but Update option is greyed out and can not be chosen. Is there any way to enable it? Please see attached screenshot for your reference.
