Notification Mailers and Service Components are down - shown in OAM

Users did not get emails , so checked the status  on Mailer etc in OAM. I see  that Notifications Mailers  and Service Components have status Down.

Also when queried the fnd_svc_components - I can see that component_status=DEACTIVATED_SYSTEM for  Workflow Notification Mailer

How do I fix/restart  from front end? Do I need to bounce after that? Would it push all 'old emails'  over the down period (don't want to overload...) ?
