bulk provision entitlement VS provision entitlement

a user can request 1 entitlement for one user or for 10 for one user, my question is: i want in this case to approve only on the bulk level and not on the 'provision entitlement' level , how can this be achieve?

we have 11G PS3, and I don't see in 'approval policy' to state for provision entitlement a condition which will recognize parent request composite and allow me to choose if to run flow or not.

is there a way to do so without customizing the composites ?
