Configure Terminal Password

Is there a way to secure the configure terminal of SBC? We have engineers who can access the Superuser mode just for troubleshooting purposes, while some engineers can configure the system.

I saw the secret config command and tried to set it up, but it did not show a password prompt after activating and rebooting the system. I am not sure it that is the right feature that I am looking for. Another thing is, it messes up my RADIUS authentication. I cannot login using non-local account.
