Documentation on Oracle Entity Framework Core

We have .Net application running on Oracle database. Over .net developers are always says oracle is not up to date with Microsoft .net core.

Developer are saying oracle is always behind on ODP.NET Core versions . Is this a true statement ?

Where we can find better documentation about ODP.NET Core ? Can any one please provide some recommendations ?

This is one of the main reasons over developer want to switch from oracle database to sql server. I don't believe this is a right statement.
