Where is Oracle Secure Backup Express ?

In various Oracle documentation, it mentions the Oracle Secure Backup Family includes Oracle Secure Backup (OSB) , Oracle Secure Backup Express (OSB XE)  and Oracle Secure Backup Cloud Module (OSB Cloud)

OSB is the full product and can be downloaded from Edelivery.

In all the documentation, there is reference to differences between OSB and OSB Express.

Promo flyers etc.. say OSB XE is included with the Oracle database and can be used to backup a single, non RAC DB to a single tape drive.

But where do you get the installer from, if it's already part of Oracle installation, where is it and how is it configured ?
