How do I create a change package without post-requisites?

We upgrade our PeopleSoft HCM application to 9.2 last year along with a PeopleTools upgrade to 8.55.21 and all available patches in PI21 along with tax updates to get us current. I had created another PI21 environment to use as our "demo" environment. I have applied patches to that environment just like I have to our non-prod and prod environments. However, in a previous post on Community, someone said I should not be using the images as demo environments. So I have undertaken the large task of creating a demo database from a shell and loading it with demo data
