installation type FRESH question

I deploy FSCM 9.2 DPKs as installation type = PUM since I'm normally extracting fixes from the image.  My developers have asked to see the newest image since our production is several images behind.  I don't want my developers where I'm creating change packages, so I'm

planning to deploy the same image on another server.  Since I won't be extracting fixes from this second install, should I use installation type = FRESH instead of PUM?  What is the difference between the two options?
