How do I get a DPK Install on Windows to generate a PI_HOME ?

I do a DPK install of HR9.2 PUM29 on UNIX and I end up with a HCM_APP_HOME, PS_HOME and a PI_HOME.

If I use the corresponding DPK Files for Windows and run the same install, I do not get the PI_HOME.

I ended up copying the UNIX PI_HOME back to windows to use with PSCA, so am not stalled out in the process, just was wondering if anyone else experienced the same thing ?
