Purpose of Row Security Permission List in PeopleSoft Financials User Profile page

Hello Experts,

I would like to know the purpose of Row Security Permission list field in PeopleSoft Financials. Also what is the difference between Row Security Permission List and Primary Permission List in the Financials domain?
