AP_VCHRBLD restart option is disabled.

Hi Team,

As part of a run control, AP_VHCRBLD process failed today with fatal SQL error occurred.  

And again as part of another run control the same process failed.   We restarted the first failed process and it worked fine.  For the second run control, the restart option is disabled.

Even though the application engine is restart enabled, why is the restart disabled for the second run control ?
