Navigation collections

When adding an image to a link on the navigation collection, the image is viewable when it appears that the link is what could be level 1.    If there is a folder with links under it, if one adds images to these links, they do not show up in front of  the links, even though one sees them when viewing the navigation collection using Peopletools > Portal > Portal Utilities > Navigation Collections > navigation collection name here.
