AWE - Bind variable %11 in generic templates

Hi experts, do you know what I need to do so that when I put %11 in my generic template ... so that variable number 11 is picked up and not 1 (url) + 1 ... I don't really understand solution from oracle:

Can someone please explain it to me or tell me what to do?

Just to let you know that I know very well that fields from SQL from app designer which are configured in Transaction Configuration should represent what's in the generic template

Here is what I don't understand (underlined - number 6)
