no dashboard in web-gui

Hello,
just installed new 6100 with 8.1 patch 14,
SBC-ORA-8# show version
Acme Packet 6100 SCZ8.1.0 MR-1 Patch 14 (Build 387)
Oracle Linux branches-7/el7-u6 {2019-02-07T07:00:00+0000}

When I enter web.gui I get pop-up window saying Cannot retreive wizard data, after clicking OK, I get another window saying Cannot retrieve dashboard data and after OK on that I have Configuration grayed and inaccesible in web gui.
And since client is using web-gui for configuration it is a big problem

What seems to be the problem?
