0599 - Error in INTFC_BI_AEDS row error

Processing a billing interface and it does not process any records.  When I navigate to Main Menu -> Billing -> Interface Transactions -> Correct Interface Errors.

I find this:

When I looked up the error message it simply tells me "An error exists in the INTFC_BI_AEDS row."

I'm not finding that very helpful.  Any ideas?

I also tried Main Menu -> Billing -> Interface Transactions -> Delete Pending Transactions and this is all I see:
