Question about ChartField Security and Inactive ChartField Values

We've recently had a number of Department IDs inactivated in our system as of July 1 so that they aren't used in error in our new fiscal year.  We are using ChartField Security on the Department IDs in finance.  ChartField security is being used because the values are in a common SHARE SetID for all of our BUs.

We are finding that users aren't able to open up transactions that are dated prior to July 1 if they contain one of the inactivated Department IDs.  They get an error "Access denied due to ChartField Security 9050,204".    I would understand this if someone uploaded a transaction dated after July 1 with an inactivated code, but don't understand why they can't open a transaction that is dated from when the code was active.
