EBS Create Accounting process to be user specific

Team , We have a unique requirement from one of our client ,where in the requirement is to have create accountng process to be user specific ,i.e. if a particular user runs create accounting program ,then only those events / transactions created by user should get accounted . kindly let me know if  there is any solution  to this requirement.
