Is there a way to use OUD/OID/DIP LDAP for local database provIsioning/ and maintenance?

Have a problem to solve,  Need to be able to authenticate database users even when the central LDAP is not reachable.   I have 1000+ databases across many geographical locations that have local database accounts for back end access. Currently these are not managed with centralized LDAP.    I want to manage these accounts to a central LDAP for provisioning and maintenance of db accounts  for the target (1000+ 12c databases).   I looked at setting up users as EUS authentication but it fails a hard requirement that DB accounts must be available when no connection to central LDAP can be established.
