What record contains the email for the Distribution Ids entered on the Process Definition page?

Background: We use a generic email for our non-prod environments so that regular users don't get emails by accident when testing. So now while trying to test a process where we added IDs on the Notification page, only two users of 4 are getting the email. The other email is the generic email we use. I changed the emails to the correct emails for people in my group on the following records:

PSOPRDEFN

PSUSEREMAIL

PS_EMAIL_ADDRESSES

PS_ROLEXLATOPR

What other record contains the email address that I could possibly be missing????? I don't think there is anything wrong with the setup of the Process Definition because like I said 2 of the users behind the Distribution ID are getting the email. The other two aren't.
