messages struck in new status , no error messages peoplesoft integration broker

hi team,

There are particular two EEids messages basically two of them , are flowing, but any new messages are getting as struck as NEW but there is no backlog of errors, we are on peopletools 8.49 and application 8.9

I tried canceling them and resubmitting them , no luck and bounced the app server (for messages)   via psadmin utilities still no luck.

any idea
