oim 12C and EBS UM 12.2.1.3.0 Manual provisioning

hi there , i've installed oim 12C in my testing environment with EBS UM 12.2.1.3.0 connector , running reconciliations and lookups went fine and OIM could match users with no problem , however when i try to manually provision user the request is rejected with  error" Caused By: org.identityconnectors.framework.common.exceptions.ConnectorException: Error occurred while creating the user: Operation Information Not Available for __ACCOUNT__ and exception is {1} "
