nVision Drilldown issue (not at intersection)

Hello,
We are on Windows Server 2016, 8.57.07 Tools, OpenXML nVision, PUM 30 FSCM. When a user performs an nVision drilldown, it works. When they perform a drilldown on the drilled down file, we get the error:
"Drilldown works at the intersection of a column and a row"
Our settings are below:
EnableDrillDownForFile=1
EnablePollDialogs=0
PollDialogSeconds=30
TraceLevel=0
SaveTempFile=0
UseExcelAutomation=0
AsofDateForLabels=0
RetrieveActiveTreeLabels=0
This works in our old 8.54 environment with Excel Automation.
