[PeopleTools] SQR, BI Publisher, or ?? for Reporting

What is the current best practice for reporting in PeopleSoft? My impression was that even in 9.1 (where we are currently at) Oracle was aggressively promoting Bi-Publisher over SQR. BIP seems to be receiving continual upgrades, but the SQR engine hasn't been changed in a decade or more.
