Has anyone created a migration-only OPRID that cannot modify Peopletools Application Designer object

We have strict separation of duties and there is no provision for development staff to update QA and Production environments.  We also have separate approval paths for development and deployment/migration.

However our new external auditors have questions regarding Peoplesoft Security and the opportunity for the same OPRID to modify and migrate objects from development to production.

Has anyone configured Peoplesoft security to restrict a OPRID to deployment/migration permissions only without the ability to modify Peopletools Application Designer objects?
