Releasing already Final Closed PO line (Oracle Purchasing R12.2)

in Procurement - EBS (MOSC) Question

Our buyers reported issue on a PO they Final Closed expecting it to release remaining unpaid line amount back to the contract agreement but didn't. 

How can this be resolved? I appreciate any advice you provide.

I did find support Doc Id 265423.1, it seems to match the scenario but we're in 12.2.6 version of EBS and it does not answer the question as to how to resolve the issue or if there was a workaround.
