Some Admin Views Missing Sub Menu

Hi, we're on version IP18.12.  We have a strange behavior where some of the Sub-Views (3rd level View Detail Category) are missing after navigating to the parent View using Site Map.  We are using "Tree" navigation control on User Preference > Behavior, using our own custom Theme.

If I hit F5 refresh, the missing sub-menus shows up.  Some of the Views we are having problem includes:

- Application Deployment Manager

- Administration - Runtime

- Administration - Partners

Other Administration Views are fine though.

It seems like the jsctrl tree javascript did not finish rendering the sub menu. 

One important thing to note is that this behavior is only manifested when we navigate to the application via our redirect URL.  So, we have an aspx script that would redirect traffic to Siebel using IIS Administration.  If we use the URL going straight to Siebel, the behavior is fine, we don't have the problem.  To me, this implies that the Runtime Repository code is good.  We've opened an SR with this:
