issue selecting "All unapplied Updates for Installed Products" to create catch up change package

PT8.57 introduced a new option when creating change packages, selecting all unapplied updates for installed products.  We used this search criteria when creating catch up CPs using CS92 PI13 and PI14.  Yesterday, we realized that this process has been excluding some bug IDs in error from PIs 13 and 14.  For example, we were expecting the latest 1098T fixes to be included in the CP created from PI14, but they were not.  I searched some PTIA* tables in the delivered PI14 instance, trying to find out what table is updated when the target information is uploaded to the image.  I
